A classic topic of debate if your gaming group is up for it! There are good arguments for and against this, however I believe that the official word is that tech bonus does stack. Don't quote me on this though

Hylar V Assault Laser raises the base chance to hit for your criusers and destroyers by 1 so yes, the AFB benefits from HVAL.

Yes it does. the AFB combat roll are based on your destroyers combat value, and it is therefore improved
