Prayer of Healing doesn't have an arrow to indicate that it cost an action to use but it is a skill. Does it cost an action point and a fatigue or just the fatigue?

They have a special icon whose entire purpose is let you know when a skill requires an action.

Skills that don't have that icon don't require an action to use.
