1. In joust, if i choose crown regent as a role, can i use its ability in every other players challenge phase?
2. In joust if win the initiative can i decide every players turn order?

2. In " Joust ," which is the 1-on-1 version (2 players total), choosing the First Player determines the entire turn order by default.
However:
1. In " Melee ," which is the multiplayer version of the game (3+ players at the table), you can use the Crown Regent title once per round. You do not have to be the attacker or defender of the challenge that is redirected. (Note also that there is only one Challenge Phase, during which, players take turns as the "Active Player." Each player does not have their own "challenge phase".)
2. In " Melee ," which is the multiplayer version of the game (3+ players are the table), winning initiative allows you to choose the First Player. Turn order proceeds clockwise (to the left) of the First Player. So no, winning initiative doesn't let you do decide anything more than the identity of the First Player. The First Player may determine the order of conflicting passive effects (such as "when revealed" plot effects) without regard to turn order, but that is not remotely the same thing.
