A question about Rising Tempest Adventure - DW & the Crusade *SPOILERS*

Hi:

Unless I'm reading things 'rong, most of the NPCs in Chapter 1 of Rising Tempest are either trying to conceal stuff from the DW KT or trying to sway them to their side, hoping that they, the DW team, change/not change the status quo, right?

I ask, (in my incredible ignorance of the setting) why? Why, for instance, a Lord General want to curry favour with what is essentially just a special ops team composed of über humans (I mean, in real life special ops are badasses but can't change State policy right?)…? Does any DW KT have the power to change the status quo that much (i.e., deposing or solidifying the position of the Salient's Commander-in-Chief)? Wouldn't that be the purview of the Imperial Guard (the Army) itself, the Administratum or another branch of government, or even the Inquisition's?

In this case, your special ops team basically works for the one branch of government that can do anything to anyone, anywhere, with relative impunity. Nobody really wants to mess with the Inquisition. And IMO the word of an Astarte will go a long way.
