Hi i am wanting to play Q-Bee for a block 2 tournament but i am not sure about her effect..

E Commit: Place 1 Soul token on this card.

E Commit: If your character has X or more Soul tokens on it, discard 2 cards form the top of your opponent's deck for each Soul token on this card. X equals your opponent's vitality. Remove all Soul tokens on this card.

R: After your opponent cycles their deck, place 1 Soul token on this card. Playable while committed.

i understand her 1st and 3rd effect but i am really unsure of her 2nd and how it works.

Say i have 4 soul tokens on here then i would make my opponent lose 8 cards, but where does the opponents health part fit into this.

if you have 5 soul tokens, then they have to be at 5 or less.
10 tokens, 10 or less. etc
