Movement manoeuvres

I tried searching, but didn't see anything exactly relating to my question.

If a character wanted to start closing a distance (say from long to medium) do they have to pay the full cost (3 I think, in this case) or could they only spend one to get "partway" there?

You can 'pay' over multiple turns, and if your opponent has the same idea and starts moving towards you their manoeuvres also count as 'payment' towards shorting the range increment.

e.g. If you are at Long range and manoeuvre once you are now one of two towards Medium range, if the Greenskin also manoeuvres towards you then you will be at medium range relative to each other and it might get off the first shot!

It is up to the GM. Technically, however, I believe the rules have nothing to say on spending partial maneuvers to change range, which means you would need to pay the full cost to change range bands.

Right, but not in a single turn. There is no requirement to suffer fatigue to gain extra manoeuvres to move from Long to Medium in a single turn, that would be asinine, and it would prevent charactes who were 1 fatigue from collapse from ever escaping a stationary foe.

I don't have the rules handy, but the rules explicitly say they don't have to be spent all at once.
