I'm looking to create a deck similar to the one here (1d4chan.org/wiki/drama_cards), but modified for Warhammer 40k RPGs. If enough players/DMs are interested in collaborating, I'll upload the completed set.

Count me in. But I wonder: wouldn't simply repleacing the d20 occurences by d100 ocurences be enough?
Great work but:
-does bulseye cause "emperors furie" (I am not sure about that, in French it is "colère de l"empreur")
-drastic recovery: what is an infamy point?
-mobility: could you clarify?
-blaze of glory: I assume you use dark crusades rules for surnatural strenght and endurance, and not 4x as in RT basic rules?
-beginners luck: untrained as in only basic skills, or any skill not trained in?
-Desperation, the stars are aligned: Only usefull in Dark Crusade, am I wrong?
-Unstable environement: shouldn't that be 50 instead ,of 10
-Improvisation: what is felling(4)?
I understand most of these questions may seem obvious to some, but I do not know the rules of any other game then Rogue trader, whereas these cards are made for Dark Crusade

There's an old Better Games pamphlet/supplement that uses a tarot deck to generate quests, threats, quest givers, plot twists etc… that I used regularly for creating RT endeavours. Ill bug the BG folks and see if I'm allowed to post it online.
Honestly, I've switched my entire game over to the Only War system anyway, including porting the careers to match the new format, so the cards are a bit difficult to apply to the original rules anyway, but:
Bullseye: Depending on the ruleset you're using, I'd say that it doesn't provoke Righteous Fury. It's fine in Black Crusade, because it just means the target is getting hit by a bunch of low-level critical effects.
Drastic Recovery: Same as a Fate Point.
Mobility: While running down a corridor, you pause for a half-second and slap a proximity grenade against the wall then continue moving and around the corner just in time to hear the satisfying sound of explosions behind you. Ordinarily you could only move then place the grenade.
Blaze of Glory: Yes, it uses the BC/OW ruleset of a modifier instead of a multiplier. Considering that the intent is that you're dead at the end of the encounter, increasing it to x3 or x4 instead might not be that much of a problem.
Beginner's Luck: For RT purposes, I'd allow advanced skills at my discretion. After all, you don't need to be trained in demolitions to pull out the correct wire of the magna-melta that's primed to destroy your vessel!
Desperation: You gain another temporary Fate Point, but also gain 1d5 Corruption.
The Stars are Aligned: Although uncommon in the RT ruleset, there's no reason your players couldn't come up with a need to use them at some point. Perhaps adjust it for use by a Navigator.
Unstable Environment: Eh. Flip a coin. Heads you and your allies are at -10, tails your opponents are at -10.
Improvisation: Negates levels of Unnatural Toughness. So Improvisation used against a marine would mean that he only gets his normal Toughness Bonus, not the unnatural.

"Scare Factor" (Combat)
Event: At the beginning of the combat
Test for
Intimidation(+0)
. If you succeed, add reduce any non-named NPCs Initiative by the one for each level of success (mere success being fruitless).
"Intimate distraction"
Event: Any non-combat situation
Make an opposed test against an NPC that could find you attractive (your Charm vs. the Willpower). If you win the next test against this NPC is one step easier as s/he is distracted by your (subtle?) flirting with him.
"That is reason for a celebration!"
Event: After a success on part of an Endeavour
Make a Carouse test as you organise festivities to raise the moral of the crew (penalty equal to the missing moral). On a success, raise the moral by one.
As roll20, the site I use to run games, had some difficulties implementing decks when I joined, I scrapped the idea. If my current campaign falls apart, I'll revisit it with my free time.

My group has actually using those cards in conjunction with 40kRPGs for a couple years now, and quite successfully. The key changes we made:
1) We dropped the Bronze deck, because a) it's boring and b) it's too tied into 4E mechanics.
2) Any cards that were too mechanical in nature just merited a re-roll for the card
3) Many cards are easy to convert. For instance, a +1/+2 to hit translates pretty easily to a +10 to hit in 40kRPG.
Anyway, they're a lot of fun, and a really nice reward besides standard XP/Weapons/Equipment/etc. We often use them as RP, reward, actually, to reward good roleplaying while still keeping everyone at the same XP level.
