can you reduce the cost of a shadow card? going into or out of the shadows

There are two cards which are related.

Putting shadow cards into shadows can be reduced by this:

Twilight Market
Type: Location House: Neutral
Cost: 0
King's Landing.
Limited.
Marshalling: Kneel Twilight Market to reduce the cost of the next card you play from your hand into Shadows this phase by 1.

Reducing the cost to bring out of shadows can be done by this:

Hidden Chambers
Type: Location House: Stark
Cost: 1
King's Landing.
No attachments.
If it is Winter, reduce the cost to bring your cards out of Shadows by 1. If it is Summer, return Hidden Chambers to your hand.

Please keep in mind that Hidden chambers only works if you are bringing the card out in a "normal" way - at the beginning of a phase. If the Shadows card has an ability (Any phase:, xy phase:, etc), then the card says: … by paying th rest of her gold cost…

This gold cost cannot be reduced (with card existing today).

More generally, you are able to reduce the cost of putting a card into or bringing it out of Shadows - but only with card effects that specifically reference Shadow costs. Generic "lower the cost of the next card you play" effects will not work.

Because cards put into shadows are not played (and have no characteristics beyond being shadow cards) and cards brought out of shadows aren't played either (and you don't have an action to use a reducer before bringing a card out of shadows at the beginning of a phase).

However, they do still count as "play from hand" during a Fear of Winter turn.

Placing a card into shadows does, but bringing a card previously in shadows out does not.
