Yes, the card says "all domains" so this includes yours and your opponent's. You're banking on being able to make better use of those domains than your opponent can, or else you wouldn't play the card. For example, when designing the deck you might include a lot of cards with "Pay X to do something" or a higher proportion of high-cost events knowing that you'll have a big domain free on your opponents turn to play them.
