No, you still choose from your own unused plots (and you can't make somenone else choose a new plot). There is an event (Citadel Law) that lets you force any player to choose and reveal a new plot (from their own unused plots).

What it comes down to is that you cannot reveal a card from your opponent's plot deck any more than you can draw a card from your opponent's draw deck.

The player still chooses from his/her own plot deck. To mess with another player's plots, you need Varys .
