Knights and Draw Cap

Couldn't find this searching. Does Knights of the Realm count against the draw cap? I can't discern if it's a framework draw modify, or a post draw passive. It looks like a framework modify, but it could be just that it's poorly worded.

It doesn't matter, because the FAQ tells us that card effects that modify the framework draw by adding to it count against the draw cap. The reason Master of Laws doesn't count against the draw cap is that it's not a card effect.

"Cards drawn through an effect that modifies
the framework draw (such as the benefit of the
Kings of Summer agenda) do count against the
cap of 3 additional cards. Cards that reduce
the framework draw (such as the penalty on
the Kings of Summer agenda) do not allow a
player to draw any extra additional cards."

So specifically in regards to your question about Knights of the Realm, it both modifies the framework draw and counts against the draw cap.
