Question About Maester's Path

My friends and I have recently started playing, and we have a question about The Maester's Path agenda. Are you required to pay the cost of the chains when attaching them from the agenda? In my group we've been doing that, but most of the talk I've seen about it alludes to them being free. If they're free, why? From my understanding, only effects that "put" a card into play get around the payment requirement, whereas the agenda states to "attach" them.

The wording choice is not as important as the process. You do what the effect you are triggering says to do. The effect says to attach the Chains. It does not say to "play" the chains. As such, there is no reason to think that you have to pay the normal costs to play the chains.

Out of curiousity, how effective have you found TMP agenda to be while you were paying for to move your chains? What type of maester deck are you playing, and verse what types of other decks?
