I used Eagles a lot during the first cycle and always felt Radagast needed to be a three of in spite of his uniqueness.
An all eagles tactic deck
Here is a deck I made for you.... give it a try.. it works well(ish).. but the problem with tactics is that it simply dose not have the utility to exist in solo games.
Recently spirit got these powerful Outland cards that work like knights from MTG, as in they buff all other copies of the trait on the table. What this means is that for a weak spirit splash you get what tactics needs for a small brick in your deck.
The deck has no card draw, apart from Stargazer and use Eagles are Coming for reshuffling. Remember Eagles are Coming has the eagle trait itself so it fetches it self as well as allies.. often people forget this. Anyway, use Hama to cast eagles constantly. Discard eagles as you need to fuel Hama. There are some high cost ones and some unique that are high priority targets for discard. The reason there is no card draw is that once you thin the deck down it is only 36 cards thick. This in a way is card draw as now every card you pull will be a card you want to keep in your hand and play.
Use Will of the West to shuffle your discarded Eagles back into your deck as well as the powerful spirit events. You have 2 of them plus 2 tombs to get this happening. Do this often. So not be shy about it. This is the engine of the deck. Recycle the discard pile, Thin the Deck with Hama and Eagles are Coming. The more times you do this the more the "card draw" functions.
If you are having threat problems I would dump some of the knights for Greetings.
Try and mulligan for a Eagles are Coming in your opening hand.. but also it is really good to get Light of Valinor.
I've only done light testing and little refining.. but it seams to work well. It has beaten Kaz. Hama is a beast. UCs go on him for mass feint / Coming recursion.
Keep cycling until you get Support on Hana and Merry. Also the cycle will eventual be just for spirit events as you will be wanting to place the eagles as tokens on Engels of Misty Mountains. Support can target the same eagle so it is cool to stack up and get massive block and attack.

The deck above looks pretty good. I've notcied that booored really likes including 3 swans, 3 swordsmen, and I'm realizing that it is a really good idea that I've overlooked even if not focusing on outlands.
I don't really have a minute to whip up a decklist, but I did try solo-mono-tactics with Theoden, Thalin, and whoever you like best (probably Legolas for more quest power), plus eagles and radagast. It quested well and killed a lot better. I ended up pulling trained for war out of there, too, it was rarely necessary. So food for thought if you are looking to try out Eagles and want to find a use for Theoden. It does well in the mirkwood cycle and the khazad-dum quests, but don't try taking it to the redhorn gate.

Sorta mixed my deck "Wall of Gondor" with "Zilla Eagles". The Hamma event recursion is also strong.
Questing is pretty good with Blades and Théoden.
The real problems is Tactics age old problem of threat reduction and treachery protection. Shadow cards are not so much a problem as you can often kill threats before they attack. Just remember that Foe-Hammer can not trigger of spear, goblin cleaver or swift strike.
Still pretty fun. Use mass Engels are Coming to thin the deck like before but as there is no recursion now but do not fear.. cycle events now instead as you can redraw them with Hama anyway.

I would normally buy the the Darowdelf Cycle in order, but my FLGS didn't have all of the packs, and I was getting itchy for new cards.
I've loved the concept and mechanics of the Eagles (especially Eagles of the Misty Mountains and Support of the Eagles) since I first started playing this game and have stuck with them to date in my Tactics/Leadership Deck, I play two handed and use a Spirit Glorfindel/Elrond/Loragorn deck to compliment this one that focuses on threat reduction, questing, cancellation and has a fair few more allies than this deck.
I really hope a few more eagle cards (even if just one or two) are released during the Ring maker cycle to give Eagles some more love!

My bad, I didn't really answer your question... The costs never seem to be too much of an issue, except for Landroval who I am always tempted to take out and replace but I love his flavour and ability so never can! Ranged and Sentinel on Vassal and Winged Guardian respectively often helps the other deck out of a tight spot providing an extra defender when needed or those extra points of damage to take out a nasty foe. Probably my favorite thing the Eagles do for me is give that extra 3/6 (6 when equipped with two!) attack power to Legolas and Elladan with Support Of The Eagles after they have already been equipped with Rivendell Blades, Daggers and sometimes even more turning them into beasts that can one hit almost anything!

Thanks Chuckles =)! I put Sword that was Broken in there to equip to Loragon on my other deck to give that deck a big Willpower boost as it has more allies than this deck

All good ^^ If I had space in the deck I'd put a few Song Of Kings to make the Sword as well as Steward of Gondor easier to play. Nothing I can take out though...
