Skimmers moving at speed/The Flakk missile

Looking through the new rulebook, one thing that has been retroactively made standard(ish) equipment is the Flakk missile, which is the guard and space marine equivalent to a stinger MANPAD.

I was going to do some proposed stats - which should be easy enough as it's a direct analogue to an autocannon round - but that got me thinking.

There's currently no need, as none of the targets are flyers. More to the point, the effect should be something like ignoring the speed penalty to hit for a fast moving skimmer or flyer. Thing, is, there is no speed penalty to hit as I'm reading it.

Now since this book introduces Dark Eldar vehicles, I feel the concept probably should be out there - if a jetbike is moving at a cruising speed of 130kph, you're going to need some serious skills to hit it with an unguided weapon!
