Can you have more than 1 conspiracy in play at the same time?

Page 11 of the rulebook under the heading of "Conspiracy cards" says

4) Each player may have one conspiracy card in play at a time. A
player may play a conspiracy card even if an opponent already has a
conspiracy card with that same title in play.

So in a two player game there may be two conspiracy cards in play. One played by each player.

I'd like to add another question: after I win one conspiracy, can a player play another copy of the same conspiracy again? Can a player win two copies of the same conspiracy, and count them as two stories towards the three-story goal?

I see nothing that would forbid this, so I would say "yes".

Your "won story pile" is an out of play area. After it hits the pile, you can play another one.
