Tricky Situation with Plot Cards

We were playing a 3 player melee, and we are still fairly new to the game (though pretty familiar with the rules and timing at this point), and we encountered a conflict that raised some questions. It's probably a simple answer, but we put it to a vote because we couldn't find anything definitive in the faq or rules. So here it goes:

It was the start of the game, very first plot phase, and we had just revealed our setup and our plots. I was playing Targaryen (my setup doesn't matter), the player to my left was playing Baratheon (again, setup is irrelevent), and the third player was Lannister and had used all 5 gold to play Tywin Lannister. I was made First Player and "revealed" Condemned by the Realm, so I chose Bratheon to kill a character and she obviously chose Tywin as he was the biggest threat on the table. At this point, Lannister pointed out to us that his plot card was The Power of Blood, which meant that Tywin could not actually be killed, being a Lord character. My question is this; do the "when revealed" effects come into play before the passive phases (such as "Lords cannot be killed) become active? I got the impression that "When revealed" effects must be resolved before the next plot ability occurs, but his was a passive ability, and the fwa doesn't really indicate when the passive effects actually enter play.

Any definitive answer would be appreciated, but I'd also like to hear your opinions on the matter and the reasons why…

I could be wrong on this, but my assumption and best guess would be that TPoB occurs when flipped since it does not have a condition such as 'When Revealed,' in order to become active, players are then chosen. 'When Revealed,' effects are then chosen in order by the determined first player. TPoB is active at the time Condemned is picked to trigger which means Tywin is ineligible as a choice to be killed.

(2.2) Plot Effect Resolution
Continuous or constant plot effects take effect immediately and simultaneously, as soon as the plot cards are revealed. The first player determines the order in which all "when revealed" plot effects are resolved. "When revealed" plot effects are essentially self-referential passive effects that initiate in response to the revealing of the plot card with the "when revealed" effect. They are resolved (in the order determined by the first player) during step 4 of the action window in which the plot card was revealed. All "when revealed" plot effects must resolve before any other passive effects initiated by the revealing of a plot card(s) are resolved.

When you read that entry, what you get is the answer Rogue Cypher outlined. Since it lacks "when revealed," or any other sort of "this must happen in order to initiate the effect" language, The Power of Blood is a constant/continuous effect (not a passive effect) that is active from the moment the it becomes the active plot. So it will make all Noble characters "cannot be killed" before you get to resolving any "when revealed" plots, no matter what the First Player may choose.
