I like Brutal Dodge.
I dislike your DoS rule. It makes what should be considered a good roll a very bad one.
Unnatural stats in DH are already incredibly powerful and don't need a buff. Not to mention that rule is really hard to use quickly. Better just to switch to the new unnatural stats system, it is much simpler and serves the same purpose and more than that, does it better.
That flamer rule confuses me. What is it supposed to do? You say they have a greater chance to jam when they hit more targets, but you don't [as far as I could tell] fix this problem. Flamers also have the same chance to inflict RF as every other weapon in the game.
Agility Bonus: See above about Unnatural stats.
The melta rule is accurate as far as fluff is concerned, but really complicated and it will probably just make combat longer.
