If I use painted table as first action before the plot cards are revealed - can I use it to cancel "Valar Morghulis" ? In my understanding "When revealed " triggers a effect so it would work.

Actually, "When revealed" effects are passive, not triggered, because they happen whether the player wants it or not (regardless of the fact that they chose this particular plot). Triggered effects always begin with a boldface phase name, "Any Phase" or "Response" and may be triggered or not according to player choice.
So the answer is no, you cannot cancel the "When revealed" effect of a plot. However, if you plan to reveal Valar Morghulis and you think your opponent will reveal Outwit, you can use the Painted Table first so that if they don't trigger any other effect in between, the Painted Table will cancel Outwit's response.
