I bought TOI and WOD expansions, each containing one new potion type (invisibility and Power). I know the rules say that these potions can be bought at the town but can they be bought also at the very start of the game (step 5a of the setup) with the 300 gp each character receive?

I can't find anything in the rules that explicitly states that they may, but we certainly play that all normal town items are available for purchase at the start of the game. That would include any and all types of potions you have access to via expansions.

It seems logical to me that these potions are available at start but I want to be sure before using them that way. The power potion is less interesting but the invisibility potion can slightly reduce the odds of being hit (and eventually killed) in the early turns of a quest, when the heroes are weaker. So, for that reason, the invisibility potion is an interesting option for the start up equipment.

Same for our group, we accept all available town items to be bought at the very start.
