I would say yes you should encounter it before you pick or force the lock. The space states Don't Draw a card if you are passing through the portal or Draw if there is one already there. Thanks
I would say no, because if you first encounter the space before trying to open the Portal, then roll and fail, you end in the Portal space and what, get a 2nd encounter for the turn? You shouldn't benefit from failing (though you do lose 1 from Str or Craft, but still).
The Portal of Power space states "if you are crossing to the Plain of Peril, do not draw a card"; this means "if you attempt to cross the Portal, you do not encouter the space". It is like crossing the Sentinel Bridge. If you're on the Castle Space, roll a 4 and try to open the Portal of Power, you roll the die/dice before you complete the move on the Plain of Peril, if successful. If you fail, your turn ends immediately on the Portal of Power space (it's not written on the space, but clarified in the Rulebook).
The only exception might be Cerberus adventure card. You can't open the Portal if you don't encounter and Defeat Cerberus first.

Why allow an exception?
This is the kind of cribbing on a game rule set that makes it tougher to play. Either encounter the space or not. That should be the rule, not that if there is a particular card you can ignore it.
The Talisman Encounter Sequence Chart states do not draw a card unless there is already one here, encounter the cards present then do the space if you're still able.
You should follow the Chart.

You can't cross on the same turn. Card test gives no specific information, but the writing is enough to understand you must cleanse the Portal of Power space from Cerberus just as you were fighting an ordinary Enemy, and try to open the Portal from next turnon if you wish. You can't deal with Cerberus as you do with the Sentinel.

Indeed. The difference is Cerberus can't be evaded but you must fight him. Basically the three-headed dog is a Dwarf/Gnome/Rush to the Crown blocker. If you manage to defeat Cerberus, you should also be able to open the Portal of Power with a double dice roll.
In the last game, I simply killed Cerberus while I was passing by with my over-boosted Druid. So over-boosted he lost the game.

I think people are missing that if the Cerberes is on the Portal of Power space, you must LAND of the space to encounter him. You may not act like you're moving through the Portal of Power, becuase the Cerberus card disallows that. So someone must first LAND of the Cerberus and defeat it before you can try and move through the Portal of Power.
So if you're on the Castle, and roll a 2, you must move either to the Woods or the Knight, you may not try to move through the Portal of Power and stop on the Cerberus to try and defeat him. You MUST move what you roll.
At least that is how I interpret the rules.

I think you don't have to land on the space if Cerberus is there.
Normaly, you can get to the other side if you rolled enough with the dice( you must only try to break the portal of power door.(now you must defeat Cerberus too.
If Cerberus is there, he blocks you, if you want to try to open the door. So first you must defeat Cerberus. If you succeed, then you can try to open the portal. If you succeed , then you land on the plain of peril. All on the same turn.
So the Cerberus is actually the same as the Sentinel.

As written, so do I. A potentially long-term block on an unlucky roller, and a useful one for game balance.
I fully agree. I would think that the intent of the card is to prevent you from even trying to open the Portal Of Power whilst the Cerberus is there.
The only way to do it would be to roll the correct number in order to land on the Portal - Kill the Cerberus - Turn ends.
Then on your next turn you would "roll" to go through the Portal of Power.
Oke. It's the best thing to do right now.
