hi, i have been reading this elite advance pack and there's something i dont understand too well, when its says ''Any previous Advances to these Characteristics are lost.'' (Strenght, toughness and agility). Does it means that he regain his experience points expended on this characteristics???, or he just lose that advances, and can buy them againg without regaining his experience points expended on them?

The advances are gone. You loose any XP spent on advancing these characteristics.
Any further advance of these characteristics, due to them being purely mechanical now, should be left up the the GM.
Which is kinda weird, considering how prosthetic limbs work normally. I mean, I can buy and install myself two cybernetic arms, and I can still advance my strength no problem.

Not in my game.
But the cybernetic resurection is a tad bit more than just throwing in some prosthetics.
In all honesty, its a bad idea for players to go for. If the GM is making you purchase it in order to survive from burning a fate point, you're already screwed. It makes for a great villain, but I wouldn't do it as a player.

In our campaign, the techpriest had zero fate points when he was "killed". He was offered Cybernetic Resurrection or a new character. It may not be the best option, but IMO its better than a new character. I think it will offer some interesting RP opportunities (for the player and the group).
On a side note, the character was taken out of play 2 sessions ago for the "conversion" process and will be back after one more session. The player took over an NPC arbite that made sense to temporarily join our group.
To the OP's question, I concur with ItsUncertainWho.
