When playing Ayame's Scarf's action, do you have to make 2 checks (1 for blocking, 1 for reversaling) with the reversal that was used as a block?
Ayame's Scarf reads as following: If you block this attack with a reversal, you attempt to play that attack as a reversal as though it was in your hand.

yep you make 2 control check. As written on the card " as if it was in your hand " not in the card pool already.

Nope..there would be nothing infront of the attack, you just 'play' it again, by making a CC.

So you take it out of your card pool, add it to your hand, and then play it?
easy answer? yes, aslum
complicated answer? no, it is never actually in your hand, it's in the twilight zone between hand and played. you are allowed to play it as though it were in your hand, and if so, the card is no longer in the card pool until it is successfully played. failing the check would mean the card is discarded with no effect, without hitting the card pool.
