Issue 5 is up, this week we have a look at both the draw phase in general and conflicting passives from two Kings of Winter Agendas.
Passives aren't resolved in the order the text appears on the card?
Effects of a single ability are resolved in the order they appear. But multiple passive abilities (even from a single card, like Kings of Winter) resolve in an order chosen by the first player.

We had a heavy dose of Kings of Winter in our draw phase example, with two Kings of Winter players squaring off and both Crown of Azor Ahai and Cotter Pyke in play (no ravens).

The point is that the First Player is not choosing the order in which the cards activate; s/he is choosing the order in which the effects activate. When there is one passive effect per card, it looks like the same thing. When there are multiple passive effects on a single card, it can get confusing.
To back up what Khudzin was saying, when there is a single initiation on the card, you run that effect in the order it appears on the card. (You'll see that more often on triggered effects than passives.) But when there are multiple initiations (as there are on the KoW Agenda), if they conflict, the First Player chooses the order.
Yeah, I made a point in explaining the peculiarity of the situation in the example… and I'd be the first to admit that it was more than slightly contrived, but it served for explaining:
- How the end-of-phase framework action works
- That Summer and Winter are not mutually exclusive
- How conflicting passives (the different passive effects from Kings of Winter) are resolved
…mainly of course, it helped make our Draw phase example a bit more entertaining. ![]()
