It states in the text

If Robb Stark is the only King in play he gains "ANY PHASE : Kneel Robb Stark to reduce the cost of the next army you play this phase to 0

Does this mean i could bring an army out during the challenge phase ( like an ambush ) or dominenence phase ?

I read that as it will only work in Marshalling. Since that is the phase you are allowed pay to play characters. Unless there is some other mechanic going on that let's you pay to play characters into the game outside of Marshalling phase, I don't know why else they made his ability an Any Phase ability.

Because, you may want to kneel Robb out of Marshalling phase.

For instance, if he is a Clansman and you have Timett and want to reveal Valar in Plot phase.

Or, if there is a Vaalar Dohaeris out and you did not kneel during challenge phase. This situation actually happened to me in a tournament and I was glad his ability was any phase - it saved him.

It's probably a mistake that ends up having uses.

Robb does let you kneel to reduct the cost to of the next army you play in any phase, but it does not grant you the ability to actually play the card. So the only time the effect has a practical use (other than kneeling Robb) is in the Marshalling phase. But if, for some reason, you want him knelt….

I always thought that it game FFG an out to create a stark army card that could be played outside of the marshalling phase.
