Gylbert Farwynd -the cost to play non noble cards cannot be reduced.

Eastern fiefdoms- kneel Eastern fiefdoms to lower the cost of next Targaryan card you play this phase by 1.

Does Gylbert negate effects of Eastern fiefdom?

Yeah he still does. It's just an example of wording being changed over the years. He pretty much stops anything from making the cost to play a card any lower than the printed cost.
