In other words, is the restriction just valid when the event resolves or is it part of the lasting effect turning the event into an attachment?

For example, on cards such as Cersei appartments, they can be attached on House card as attachment and its considered a permanent restriction - so I cannot move it to a character through a card effect.

The "attach to a Martell character" is part of the event effect. It is not part of the permanent restrictions of the attachment, so it can be moved by card effect to non-Martell characters.

If the event effect said "…(counts as a Boon attachment with the text ' Martell character only. Attached character gets +2 STR.')," it'd be a different story.

My question would be, if I used an effect like Ser Davos Seaworth to save the HCiT attachment from being discarded from my Martell opponent, could I think attach it to one of my Bara characters as a +2 boon attachment?
