If i have a shadow card then can be played any phase can i bring this out during the dominence phase ? If so at what point during the dominence phase ?

Also to follow on from this if you have a shadow cards in shadows and subsequently play a cost reducer to play the next card ( your house ) could i use that adjuster to reduce the cost of my character card to bring out of shadows ?

This happens during a player action window, after Dominance power token has been awarded.

It is not the case for the normal Shadow mechanic that happens at the beginning of the phase, before Dominance is awarded.
