Just wanted to confirm this…
Called to Court is revealed and I put Jorah into play - is the 2nd part of Called to Court a passive, meaning first player would decide if it goes off first or if Jorahs effect happens first, thus allowing my opponent (if he/she is first player) to return a character to hand so I cannot discard it with Jorah?

Called to Court's second sentence isn't a passive; it's part of the plot's effect. All plot framework actions (choose & reveal plots, determine initiative winner, appoint First Player, resolve "when revealed" plot effects in the order chosen by the First Player) resolve completely, then passives initiate and the response window opens (as I learned the hard way by mucking all that up a few weeks ago in these forums).
The entire effect of Called to Court will necessarily resolve before Jorah's text kicks in. You each put a character into play. Then you each put a character back in your hand. The character returned to hand will therefore already be in your opponent's hand before Jorah's passive initiates.
Note that if any other passive effects initiate simultaneously with Jorah's, the First Player would get to choose the order in which they resolve.

One thing you can do with Jorah and Called to Court is put him into play, then choose him to be the card that returns to hand. His passive still takes place (while he is moribund) and you get to use him again in Marshaling.

Only if they conflict. For example, if someone has Golden Tooth Mines out (draw a card after plots are revealed), that wouldn't conflict, so you'd just do it, no matter what the First Player says. (ie, you'll have the card for Golden Tooth when resolving Jorah - you never know what might save it….)
