Quick question;

Can I use a neutral card as a Resource? If so, I'm assuming it can only count as matching for other neutral cards, but otherwise functions as "1 resource" like any other card in a domain.

Correct on all counts.

Neutral resources can also be used to pay for card abilities printed in the text box, such as "Pay 1 to do…" as those don't require a resource match.
