comic book making software

Hi I am looking for a simple and free program, that allows to create comic books, add dialogue bubbles etc. I know there is one for mac but I have a PC so would need something for Windows. I am not looking for a complicated graphic software, just something simple that you can drag and drop pictures to it, add some text and export as jpg. Actualy I found one named "comic book creator" but for some reason you cannot register it, think the company went belly up or something. Any ideas?

Wish I knew where to point you, because a comic version of an AAR would be phenominally cool! Please someone who knows, answer this. I'm anxious to see your work!

Oh, man, that would be an AWESOME way to do a BatRep for Dust!

Unfortunately, I'm not sure there is an option out there. A friend of mine used to do comic strip end of year summaries for his Christmas cards that were epic, but his old program crashed and he could not for the life of him find a free new one, so he stopped.

But if there IS one out there, PLEASE share! I'd love to try my hand at it as well!

There is a lot of commercial comic layout software out there such as ComiPo!, Manga Studio, Comic Boom and Comic Life, but absolutely no free software at all. However, Radical Comic Designer might be going open source soon.
