I have just discovered that this card is on the banned list but cant understand why as it dosent seem overpowered, what am i missing about it that warrents it being banned ?

It was very strong when used with the other wildling agendas. Note the agenda is no longer banned. With the reprinting it was given an errata and is legal with the new text.
It isn't banned anymore, though it has been erratad. It now only reduces the first unique wildling you play by 1. Before the errata, it was the first wildling you play by 2.

I still remember Gualdo's game from Stahleck 2010, when he was playing against a Stark 6 Agenda deck (which were still legal) that had a Dolorous Edd on the table and was spewing Wildling Hordes, Wolves of the North and Defenders of the North using Val, since he knew from their Swiss game that Gualdo wasn't running a Reset. Compared to that the current generation of playing a few nearly free Conclaves is quite tame. Although, oddly reminiscent…
