Just a quick question about the new characters that, after they die become an agenda.

At least one says as your only agenda, just curious what happens if you already have an agenda?

Then the effect that turns the character into an agenda fails, and the character just dies.

It's a play restriction: you can have no other agendas. So if you have another agenda (including another copy of the character as an agenda), you do not meet the play restrictions. And like anything else, if you don't meet the play restrictions, the effect doesn't happen.
