Specific "Dragon fear" explanation

Dear forum-colleagues,

Please help me Clarify a question raised in a game played by 2 of my friends.

Stark vs Targaryen, Challenges Phase.

Targaryen played the "Focused Offense" plot Card.

Stark has in play "The Blackfish" (amongst several characters) with a duplicate, and attached "Dragon Fear" - there is a dragon in play.

Targaryen challenges on military and wins the challenge.

The question: Since there are no other modifiers in play, does the Stark player have to place in the dead pile "The Blackfish" (and the duplicate in the discard) thus solving 2 of the 3 claim required by the plot card of the Targ player? OR he just discards the duplicate of Blackfish thus solving 1 claim, and the rest by "killing" other caracters.

Condition.
If there is at least 1 Dragon character in play, attached character must be chosen for Military claim if able.

No character may be chosen for military claim more than once in the same challenge. You would have to choose Blackfish, but he could then be saved, and choose other characters to eat up the other claim.
