Chains on Maester's Path considered to be in play?

I ran into a dilema last night (I was playing against myself). I played Fear of winter with my Lannister PBtT against my Martell Maesters. My Maesters won a challenge and I had chains on Maester's Path, but Fear of Winter only allows you to put 1 card into play. Are Chains on Maester's Path considered to be in play? If so, can you remove them with attachment removing effects? Thanks.

FoW says "Each player cannot play or put into play more than 1 card from his or her hand until you reveal a new plot card."

Chains on your agenda aren't in your hand.
