Just to make sure my understanding is correct, the Visions card gives a temporary +1 focus to the Investigator of your choice every new upkeep. Otherwise it would be too strong if the gain in focus were to be a permanent gain.

Right. Once Visions is lost, nobody benefits from its ability anymore (as expected).
