If a Beobachter unit with (2) Radiomen activates during the Command phase, can it issue two separate orders because it has two members? If one is killed in battle, then the units orders would be reduced to one per Command phase?

The Beobachter unit can only issue orders if it's the command section. If it is the command section, it can do however many orders you have to give. If you have both radiomen left, then 2 of those orders can ignore the 12" (6" for temporary command section) limitation for giving orders.
Spend 5 ap and get improved command for you command section. It will give you 2 out of range commands. (for combat and sturmgrenadier platoons) or give the option for Assault and blutkruetz platoons.
