Can someone explain the art choice for the Crime Lord? Why does she have a writ?

Making it up, I would say it could be the list of her crimes for which whe is wanted, displayed in a come-and-get-me fashion. Or just a very lengthy script of Ranald text.
As a crime lord I'd assume it is a legal document of sanctions, tax exemptions, amnesties etc she had bribed, bullied and blackmailed from local authorities.
That, or she is an impulsive list writer.
