Pretty sure anyone can jump into a viper .. Pilots just get piloting cards to help them out there and/or they have abilties that make them more efficient out there (like Helo's reroll ability or Starbuck's extra action).

Usually non-pilots just find it more efficient to activate them within Galactica or just shoot them down with Weapons control.

I dont know, I am not sure what the rules says or even if it is in there, but I always thought that only characters with the PILOT TOKEN can pilot a viper. How else would you mark what viper do you pilot? So in the game is it just 3 pilots (Starbuck, Appolo, Boomer) and Helo as a military leader. Those are the only characters with a PILOT TOKEN.

Only those who receive piloting cards may pilot vipers - not including any fan-spansions that would leave only Starbuck, Lee, Boomer, and Helo.

Nope, only people with the pilot tokens can fly a viper

Rulebook specifies: You can pilot a viper only if you can draw piloting cards within your skill set. Only those characters who can, get a pilot token.

If I use consolidate power and pick up evasive manuevers, can I use it to protect unmanned vipers even if I'm not a pilot? I'm pretty sure the answer is yes but I just want to make sure.

Yes, you can do that.

Yes, and you are not limited to unmanned Vipers either. You can play evasive manouvers on piloted Vipers as well.
