In the Rules it said that "Each player may look at his opponent’s resources if he wants to."

Does It mean that I can take my opponent's resource card and read it or just look at the Faction icon on the resouce card?

To my surprise, I asked a very similar question, and it's in fact the rulebook…open for inspection. The notion of "covering" them with a resource marker is presumably just to differentiate those from others that are in play.

Given this, I see no reason to NOT exploit this and simply ask (in awareness of time constraints) what my opponent is resourcing. If they refuse, I'll simply take the time to inspect it my self. I feel a lot of information can be obtained this way, such as, oh, Huang resourced, must be in hand now….or which 5/6 drops should I be on the lookout for.

Honestly I'd don't like the rule one bit, but I'll certainly exploit it

You are definitely allowed to investigate the whole card. This is particularly important since there are card abilities that can affect resourced cards, bring them into play, etc.

The same is true for discard piles: You can always investigate your opponent's discard pile (as long as you don't mess up the order of cards).

You should always look what the other players is resourcing. It gives you valuable information. Like if there is good unique card resourced, he probably has another in hand. Of course you can be sneaky and not resource cards which gives your plan away.
