Oh god I'm never going to use that, that's too much work. Plus the only reason I wanted to do that was to keep up with my group assassin. We get into combat and by round 3 every enemy is dead, I just wanted to get off more then one attack a turn to actually look like I could do something. Plus if I have to use more then one die to manifest my powers I try to use Invocation first then manifest, I don't want to open the perils of the warp ever. Plus my experience points can go to some where better like more knowledge skills. I just had fun discussing rules that's all.

With regards to the OP, it does seem correct: The psyker is only at risk of attacking himself if there are no-one in range of his attack. The part about "emotional state" seems only relevant to deciding among targets within reach, none of which will ever be the psyker unless one would conjure up some really weird definitions of "nearest to the subject" that include the subject himself.
Of course, why would a character make an attack unless he believes there is someone there? I say "believe", because sometimes he may be influenced to see things that are not there, or he is attacking blind. And if he believes he has a target, then surely whatever phantom he is attacking must be, in his mind, within range.
That 95-00 result is utterly pointless. Unless the original target is somehow excluded from the group of potential targets?
