Let's say I was playing Targ burn and I burned a lot of characters. If I use narrow escape, will the characters that come back still have 0 str and be killed? Or does the burn affect wear off when the character is placed in the dead pile?

When a card leaves play, then enters in play again, it is like it enters in play for the first time. It does not remember bonus, malus or precedent effects applied to it.
