Yes. He can choose from:

1. Activate Basestars (attack Galactica)

2. Activate Raiders (follow the regular rules)

3. Activate Heavy Raiders & Centurions

4. Launch Radiers & Heavy Raiders.

Isn't it:

launch raiders OR heavy raiders?

Hey, I learned something new! Never really had the launching come up befpore so never noticed that text. Sure, it's a weaker than normal launch, but the variety is nice.
