The way I read this card, is that the first part is conditional on me NOT running an Agenda and the second part is continuous, I have been running it in my Greyjoy choke along side Kings of Winter Agenda for some awesome hand control, however someone told me a couple days ago that the whole card is conditional on NOT running an agenda because it is in speech marks. I have tried to locate this article but cannot find it anywhere, could someone clear this up as it may change what deck I play for regionals, thanks in advance

All the text in quotation marks is only gained if you are not running an agenda.
To answer in a bit more detail:
Seal of the Crown reads:
Attach to your House card.
If you are not running an agenda, Seal of the Crown gains: "Players draw 1 additional card during the draw phase.
After a player draws 1 or more cards through another card effect, that player must choose and discard 1 card from his or her hand."
Note that everything from "Players draw 1…" all the way to "1 card from his or her hand" are in the same set of quotation marks.
That mean that if you ARE running an agenda, Seal of the Crown does not gain any of that text.
If you have an agenda it is useless.
