Can the Steel Rain fire both the Petard Mortar and the 4.2" Rockets in a single indirect artillery strike action? What about reloading for units like this with multiple reloadable weapons…would that be one action or two to reload both?

Yes, it can fire both indirectly at once, but the Petard Mortar doesn't have unlimited range, so you'd have to make sure it's in range.
It would only be one action to reload, although even if you only use one of the 2 weapons, you put an out-of-ammo marker on your walker, and can't use either until you reload.

The fluff in the description is a hold over from Dust Tactics where each rocket was treated as an individual weapon. In Warfare the 4.2 Rocket System is a reload weapon.
