Playing a quorum card

Hi,

I have a really simple and basic question but i can't find the answer in the rules guide.

So the president has the control of the quorum deck. But nowhere in the description of the president title it is said that you can play a quorum card instead of your action. So according to that, the only way for the president to actually play a quorum card is to activate the president's office location (which seems rather logical).

Is it correct?

No, all of the Quorum cards say "Action" I believe, so if you are the President, you can just play one as your action for the turn. You can also play and draw some from the President's Office though.

Rulebook, page 10, in a section that lists the various actions a player can take (strangely enough), states:

"Title and Quorum cards: If the player has a Title or Quorum Card that provides him with an action, then he may perfom it during this step".

I think they could have added it on the president description card to be more clear though instead of just "Action : Draw a quorum card in your hand"

Every quorum card has the same "Action:" tag... but I guess it would have been better if they had amde it clearer.
