clear answer: house ruling!
some parties let multiple player purchase the same card, just copying the card for the second player to use.
in our party we do not allow that for example, as i, as a GM want a group of characters that are all differnet also in the actions they can use/purchase. so if riposte has been bought it is no longer available to others.

I'd say no. On the grounds that it sounds boring.
I'd say no. Action cards, conceptually, are similar to skills. You cannot have two skills called "Weapon Skill" and use both of them, for example. You cannot have to specializations that are named and exactly the same either.
A PC can't know how to perform "Trollfeller Strike" two ways, that are actually exactly the same. It is the same action, thus cannot be learned twice. If it was a different action, then it would have a different name, and therefore a different card, and could be taken in addition to the other.
If you want to use an action card more often without waiting for it to recharge, there is an opptional rule for it in GM's toolkit.
As per the raw rules, no you cannot purchase the same action cards twice. But there are house rules and optional rules as several already have mentioned. ![]()
In my group we play by the raw rules though, it's boring if you rack up on 2-3 identical actions and use them constantly.
