Can the other players cast a spells on player who is in Inner region or in Crown of Cammand location? Can they turn him to a toad or move him toi another location by spell?
Can the player choose psyhic combat when enconters with boss (in Crown of Command location or Dungeon and Highlands) if his character don't have a text that he can choose psyhic combat (like on some "magic users" character's lists)?

Yes, as long as the spell is not restricted to current region or similar restrictions.

Yes, as long as the bosses does have a craft value. Instructions for encountering and fighting the bosses are on the ending cards or in the rulebook.
