Effectively, because Infamy is "may place" and Brotherhood is "must place," the two do not conflict and you will always have the Infamy choice first (answering #2 and #3).
And #1 is pretty clear. If the Agenda requires a Brotherhood character, and you have nothing that would allow you to put the power somewhere else (like Infamy), then no Brotherhood = no power.
