It changes, so there is a good possibility the sticky could end up out-of-date relatively quickly. And since it is in the FAQ, it really isn''t that hard to find.
Going to the forums for such a list seems a little unorthodox. The list is specific to tournaments and it is highly typical to use for home games.
When building a deck, you normally want to follow the rules and the FAQ. The FAQ is the most logical place to really put it because the list is dynamic(although updated less often than the FAQ) like the FAQ is. The FAQ is the best place to check everything that is not in the core rules.
