Field of Fire. Khal Drogo

2 Rules Questions:

First Question.

1) My opponent declares attackers

2) I play field of fire

3) I declare defenders

-Are my defenders burned as well?

Second Question

-Regarding the Queen of Dragons Khal Drogo: If I do not have X Dothraki in my deck, can I get the ones I do have? For example if his STR is 3, he is killed, and I only have two Dothraki in my deck, can I retrieve the 2?

Only the chosen characters get the -2 STR. And you cannot choose characters that are not participating when the event is played.

"Challenges: If it is Summer, kneel 2 influence to choose all participating, non-Dragon characters. Until the end of the phase, each of those characters gets -2 STR and is killed if its STR is 0."

Only the chosen characters get the -2 STR. And you cannot choose characters that are not participating when the event is played.

Yes. The same way that if you had already drawn 1 card in the round and played an effect that said "draw 3 cards," you'd draw as much as you could before you reached the draw cap.

Something else to keep in mind. If your event kills all attackers, then the challenge instantly ends w/o a winner before you have a chance to declare defenders. So if winning the challenge is your goal, you'd want to make sure at least 1 attacker survives your event, or declare a high enough defender before using the event.
